commit这个词有指派，委任的意思

commit to doing：承诺做某事 commit to do sth: 保证做某事 commit to+名词或-ing: 委托, 将提交, 付诸, 承诺(这里的是介词) 有时两者都可以用不过意思不一样 如：will not commit ourselves to rule out the use of force. ....我们将不保证自己不使用武力。

“shall”一般用于法律或半法律文件中，含有“本条款具有法律规定的指令性或强制性之意”。尤其是在经贸法律文本中，“shall”的译法种类繁多，通常被译为“须”、“应”，有时被译成“应当”，也有时译成“要”、“将”、“可”，还有被译成“必须”，举例如下：

Committee指的是“受官方委托履行一种职能的一群人，如对事情考察、研究、报告或者采取行动”，是一个代表大组织行使某方面权力的组织。但Committee往往更具临时性质。

Council的成员往往代表不同区域或者团体的利益，成员之间的关系往往更民主，没有起领导作用的特殊成员的存在。

所以细分的话Council译为代表会，Committee译为临时委员会更合适。
